SUMMARY



Synopsis of Bill



The bill appropriates $50.0 from the general fund to the State Department of Education (SDE) for fiscal year 2000 to fund a pilot project that engages parents in enhancing the reading skills of their children. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 reverts to the general fund.



Significant Issues



Teaching of reading program is designed to assist and guide parents in effecting the reading skills of their children. The outcomes of the program are that children will become avid and proficient readers.



According to SDE the provider expects to enroll a maximum of 2,000 parents in the pilot program.



FISCAL IMPLICATIONS



There are no funds in the bill identified for administrative costs.



ADMINISTRATIVE IMPLICATIONS



A new project would be created for SDE. SDE specifies that the current staff can handle the project if a significant number of other special projects are not authorized in the current legislative session.
