SUMMARY



Synopsis of Bill



House Joint Resolution 23 proposes to amend Article 12, Section 6, of the Constitution of New Mexico to abolish the State Board of Education. The State Department of Public Education would become an executive department under the control of a cabinet secretary appointed by the governor, subject to Senate approval. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election.



FISCAL IMPLICATIONS



According to Secretary of State, there would be a non-recurring fiscal impact of $17.0 for the cost of placing this proposed constitutional amendment on the ballot.



ADMINISTRATIVE IMPLICATIONS



All functions relating to the distribution of school funds and financial accounting for the public schools shall be transferred to SDE within the executive department.
