A JOINT MEMORIAL

REQUESTING THE COMMISSION ON HIGHER EDUCATION AND THE INSTITUTIONS OF POST-SECONDARY EDUCATION TO COOPERATE IN ESTABLISHING GOALS FOR A COORDINATED STATEWIDE SYSTEM OF POST-SECONDARY EDUCATION.



WHEREAS, various institutions of post-secondary education have unilaterally taken action to establish additional campuses, programs or academic degrees without review or approval of the legislature or the commission on higher education; and

WHEREAS, revenues for the operation of post-secondary educational institutions can be stressed and the entire system of post-secondary education harmed by political competition and the lack of coordination and cooperation among the various institutions; and

WHEREAS, a coordinated statewide system of post-secondary education will foster more effective and efficient delivery of quality higher education services and, therefore, enhance the state's economic, social and cultural development;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the commission on higher education and the institutions of post-secondary education be requested to cooperate in the adoption and implementation of the following goals to achieve excellence and a coordinated statewide system of post-secondary education of providing:

A. stewardship of the human, financial and physical resources available to post-secondary education to serve students and economic development of the state;

B. work force development in partnership with business, industry and public schools;

C. research and public service to respond to evolving needs using diverse basic and applied research and service strategies;

D. teacher education and professional development in partnership with the public school system to achieve the highest quality of teaching;

E. technology capitalization to enhance education and services on and off campus;

F. student services to enhance and support the learning environment and student achievement;

G. access to education to fulfill the potential of the state's diverse population;

H. a general education curricula for personal and professional success and improved quality of life; and

I. fiscal management for effective and efficient delivery of education, services and research; and

BE IT FURTHER RESOLVED that the commission on higher education report to the appropriate legislative committee annually on progress towards a coordinated statewide system of post-secondary education; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the members of the commission on higher education and the boards of regents and governing boards of each of the institutions of post-secondary education.
