Synopsis of Bill
SB51 appropriates $3,893 for expenditure in fiscal years 1999 and 2000 for:
Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
OTHER SUBSTANTIVE ISSUES
The $2,800.0 million will purchase 388 radios which are needed within the division. The new radios will contain more frequencies and will allow for fewer dead spots. This will help to in the health and safety of the officer. Currently many officers are experiencing poor radio communication and many of the radios are repaired by taking parts off of other older radios.
The $1,000.0 million will purchase an additional 48 vehicles. The current fleet within the State Police division includes 560 vehicles. The agency request was for 72 vehicles out of general fund. This amount provides for a flat budget within the agency. However, the division vehicle mileage averages between 25,000 and 32,000 miles a year. SB 21 will provide funding to keep with the needed maintenance.
Fourier Transform Infrared Microscope System (FTIR) Cost: $93,000.0
Benefits: Multi discipline Equipment - Paint, fibers, inks,
paper, drugs, dyes, polymers, cosmetics, coating and substances adhering
to hairs.
Purpose: The basic purpose of this technology is to be able to
visualize the sample, at high magnification, concentrate on a particular
region of interest, and produce an infrared spectrum of that region,
which specifically identifies the substance being viewed.
