A JOINT MEMORIAL

REQUESTING THE STATE HIGHWAY COMMISSION TO INCLUDE IN ITS FIVE-YEAR PLAN FUNDING TO PLAN AND DESIGN A BRIDGE ACROSS THE SAN JUAN RIVER BETWEEN THE COMMUNITIES OF HOGBACK AND SAN JUAN IN SAN JUAN COUNTY.



WHEREAS, the communities of Hogback and San Juan have been seeking construction of a bridge over the San Juan river for more than a decade; and

WHEREAS, a bridge over the San Juan river would reduce the miles of travel and time required for many people to commute to work and to the commercial centers of Shiprock and Farmington; and

WHEREAS, a collaborative effort by the state of New Mexico, the Navajo nation, the federal bureau of Indian affairs and the county of San Juan provided the money necessary for a feasibility study; and

WHEREAS, although the entire project could cost six million dollars ($6,000,000) or more, the next step is to plan and design the bridge and its access roads at a cost of around six hundred fifty thousand dollars ($650,000); and

WHEREAS, for the plan and design of the Hogback bridge to be completed by the state without an appropriation by the legislature, the state highway commission would have to include the project in its five-year plan;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the state highway commission be requested to include planning and designing the Hogback bridge over the San Juan river in its five-year plan; and

BE IT FURTHER RESOLVED that the state highway commission provide funds to plan and design the Hogback bridge; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the chairman and members of the state highway commission, the San Juan board of county commissioners, the president of the Navajo nation, the speaker of the Navajo nation council and the secretary of highway and transportation.
