Your LABOR AND HUMAN RESOURCES COMMITTEE, to whom has been referred

HOUSE BILL 447

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 29, between lines 21 and 22, insert the following new section:

"Section 26. ORDINANCES EXISTING BEFORE OCTOBER 1, 1991.--Any public employer other than the state that, prior to October 1, 1991, adopted by ordinance, resolution or charter amendment a system of provisions and procedures permitting employees to form, join or assist any labor organization for the purpose of bargaining collectively through exclusive representatives may continue to operate under those provisions and procedures.".

2. Renumber the succeeding sections accordingly.

and thence referred to the APPROPRIATIONS & FINANCE COMMITTEE.
