has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 5, between lines 13 and 14, insert the following new section:

"Section 3. EFFECTIVE DATE.--The effective date of the provisions of this act is the earlier of the dates that a horse racetrack is licensed to operate in either Lea or Colfax county.".
