Synopsis of SJC Amendment

The Senate Judiciary Committee's amendments adds provisions requiring:

•Any use of the facility shall meet American Correctional Association standards;
•The Attorney General shall approve the facility before any inmates are placed therein;
•The facility be inspected quarterly by a county grand jury and the grand jury issue a report to the District Court; and
•All proposed renovations be completed by the lessee prior to occupancy.

Synopsis of HFl #1 Amendment

House Floor Amendment Number 1 strikes the HAFC amendment and inserts language requiring the Attorney General to assist in negotiations of the proposed lease for the purpose of: (1) ensuring the State's interests are protected; and (b) any sublease provisions comply with the provisions of the Procurement Code and other applicable laws.

Synopsis of HAFC Amendment

The House Appropriations and Finance Committee amendment adds the provision of Attorney General oversight regarding the leasing of the facility.

Synopsis of Original Bill

House Joint Resolution 18 proposes ratification and approval of a term lease to Santa Fe County of a building of the Penitentiary of new Mexico (located in Santa Fe County).
