Synopsis of Bill
Senate Bill 21 appropriates $1,500.0 from the general fund to contract with community domestic violence shelters to provide services to victims of domestic violence and their families statewide.
Significant Issues
Senate Bill 21 is for the Legislative Health and Human Services Committee. The appropriation is to the Children, Youth and Families Department.
FISCAL IMPLICATIONS
The bill appropriates $1,500.0 from the general fund and is recurring.
The Legislative Finance Budget Recommendation includes $900.0 from the Tobacco settlement funds to enhance the domestic programs within the department.
ADMINISTRATIVE IMPLICATIONS
The Children, Youth and Families department would administer the RFP and monitor the contracts. This process is already within the department.
TECHNICAL ISSUES
According to CYFD, "the bill does not address non-residential Domestic Violence Services or, if these funds would only be available to existing shelter programs. This bill does not address which offenders may be served with these funds."
