SUMMARY
Synopsis of Bill
SB59 amends Section 73-9-5 NMSA 1978 to provide special irrigation districts with the ability to conduct ballot elections by mail. The bill allows landowners to receive and return ballots by mail.
SUBSTANTIVE ISSUES
SB59 will enable irrigation district landowners to vote by mail which may lead to higher voter turn out. According to NMDA, there are provisions in the law which allow mail in elections for other entities.
FISCAL IMPLICATIONS
The bill does not contain an appropriation. The cost to conduct election will be the responsibility of the county.
