SUMMARY
Synopsis of SFC Substitute
The Senate Finance Committee substitute creates a new tribal libraries endowment fund. The fund will consist of all monies appropriated to the fund, and any grants, gifts and bequests. The bill states the Office of Cultural Affairs (OCA) shall make disbursements from the earnings on the investment of the fund.
The purpose of the fund will be to establish and maintain a library depository and distribution system for Native American documents and publications. The bill identifies the State Library Division of the Office of Cultural Affairs (OCA) as the administrator of the fund.
Significant Issues
The State Library Division funds tribal libraries and information centers at approximately $100.0 annually and contracts almost $100.0 with consultants who provide support to tribal libraries.
ADMINISTRATIVE IMPLICATIONS
The bill would have an impact on the State Library Division, who would have to promulgate new rules. However, the division is well-versed in managing these type of programs and consequently, should be able to absorb the administrative and fiscal impact of this program.
