Synopsis of Bill



Senate Joint Memorial 54 was introduced for the Education Initiatives and Accountability Task Force. The memorial requests that the appropriate interim legislative committee study the effects on students of the use of substitutes when teachers are required to attend district directed in-service in the public schools.



Significant Issues



Release of teachers for in-service during the school year is believed to negatively affect student achievement. The memorial recognizes the importance of "task on time" with appropriate instructional leadership as a requisite for student success.



ADMINISTRATIVE IMPLICATIONS



None. Staff assigned to the appropriate interim committee will be responsible for conduct the study.



TECHNICAL ISSUES



The memorial contains no deadline for completion of the study nor does it stipulate the entities the to whom results of the study should be reported.
