SUMMARY
Synopsis of Bill
SJM74 requests the Legislative Council Service (LCS) to establish a task force to conduct consensus planning on water banking legislation and to report its findings to the appropriate interim committee by November 1, 2000. SJM74 resolves that instituting a consensus water banking plan may result in better management of the state's waters while addressing concerns of traditional agricultural users.

SUBSTANTIVE ISSUES
SJM74 proposes the task force use the enlibra negotiation process adopted by the western governor's association. Invitations for the planning process would be extended to representatives of state political subdivisions, federal agencies, Indian nations, tribes and pueblos and public interest organizations.
