REQUESTING THE LEGISLATIVE EDUCATION STUDY COMMITTEE, THE NEW MEXICO LEGISLATIVE COUNCIL, THE STATE DEPARTMENT OF PUBLIC EDUCATION AND THE COMMISSION ON HIGHER EDUCATION TO CONDUCT A REVIEW OF THE RULES AND STATUTES GOVERNING EDUCATION.
WHEREAS, the education initiatives and accountability task force was established in 1999 by the New Mexico legislative council to study the history and development of the educational system in New Mexico, review educational reform initiatives and identify recommendations to the legislature for an improved educational system in New Mexico; and
WHEREAS, the education initiatives and accountability task force's overarching goal is to increase student achievement; and
WHEREAS, the education initiatives and accountability task force has been informed that there are many rules and statutes currently in existence that impede innovation in education and hinder the implementation of educational initiatives that have the potential of improving our current educational system; and
WHEREAS, the education initiatives and accountability task force desires that by New Mexico's one hundredth birthday, in 2012, all students will graduate from high school multilingual and prepared for higher education and productive careers and hopes that the implementation of innovative educational initiatives will help us reach this goal; and
WHEREAS, in order for all students to graduate from high school multilingual and prepared for higher education and productive careers, it is imperative for a review to be conducted of the current rules and statutes in order to assess which rules and statutes hamper innovations and impede initiatives that may improve our state's educational system;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that, to improve lifelong learning and to provide the children of this state with a quality education so that they may be prepared for higher education and productive careers and to be productive citizens of this state, the legislative education study committee, the New Mexico legislative council, the state department of public education and the commission on higher education be requested to conduct a sweeping review of the rules and statutes governing education to identify those rules and statutes that impede innovation and the overarching goal of improving student achievement; and
BE IT FURTHER RESOLVED that the chairman of the legislative education study committee, the director of the legislative council service, the superintendent of public instruction and the executive director of the commission on higher education report to the appropriate legislative interim committee about their review of the rules and statutes governing education by August 2000; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the legislative education study committee, the director of the legislative council service, the appropriate legislative interim committee, the state board of education, the superintendent of public instruction and the executive director of the commission on higher education.
