A JOINT MEMORIAL

REQUESTING THE DEPARTMENT OF HEALTH AND THE HUMAN SERVICES DEPARTMENT TO ACT AS LEAD AGENCIES TO DEVELOP A COORDINATED AND COMPREHENSIVE SYSTEM OF DELIVERY OF HEALTH CARE SERVICES FOR CHILDREN IN GRANT COUNTY.



WHEREAS, a variety of state and local bodies carry on activities in Grant county that have a substantial impact upon the availability, accessibility, quality and quantity of health services for children in Grant county; and

WHEREAS, state and federal funds for children's health services in Grant county are available but could be better utilized if more coordination of programs existed; and

WHEREAS, baseline data on child health in Grant county is not consolidated or easily accessible and thus evaluation and outcome measures are difficult to apply;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that:

A. the department of health and the human services department be requested to act as lead agencies and work in partnership with the Grant county community health council and representatives from the following local and state entities: children, youth and families department, Silver and Cobre consolidated school districts, public and private behavioral health contractors, SALUD, managed health care organizations and medical and dental care providers; and

B. the described partnership be requested to report progress at least twice during the 2000 interim to the legislative finance committee on the partnership's success in meeting the following objectives:

(1) improve the percentage of eligible children enrolled in SALUD;

(2) completely assess and evaluate the health care delivery system for children in Grant county;

(3) develop strategies to ensure a more effective and equitable system of reimbursement for all Grant county health care providers, including school-based health centers;

(4) gather baseline data on child health in Grant county; and

(5) develop a system in Grant county to ensure access to medical, dental, behavioral, as well as preventive and well-child health care for children; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of health, the secretary of human services and the Grant county community health council.
