A JOINT MEMORIAL

REQUESTING THE LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO INVENTORY COUNTY AND MUNICIPAL LAND USE PLANNING ORDINANCES AND COMPREHENSIVE PLANS TO SUPPORT REVISION OF STATE PLANNING ENABLING LAWS.



WHEREAS, it is important to examine state land use statutes to determine compatibility between them and with local land use planning and enforcement ordinances; and

WHEREAS, planners, developers, environmentalists and local government officials have been meeting for several years to develop consensus on procedures to reform state planning laws; and

WHEREAS, the New Mexico legislative council has created an interim committee to review state and local land use laws; and

WHEREAS, information on the status of local planning efforts is important for evaluating their effectiveness;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the local government division of the department of finance and administration be requested to inventory cities' and counties' land use planning procedures and enforcement capabilities and document problems in implementing sound land use policies; and

BE IT FURTHER RESOLVED that the local government division report its findings and recommendations to the appropriate committee by November 1, 2001; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of finance and administration and to members of the New Mexico legislative council.
