A JOINT MEMORIAL

REQUESTING THE DEPARTMENT OF HEALTH AND THE HUMAN SERVICES DEPARTMENT TO DEVELOP A COORDINATED AND COMPREHENSIVE SYSTEM OF DELIVERY OF HEALTH CARE SERVICES FOR FAMILIES IN TORRANCE COUNTY.



WHEREAS, a variety of state and local bodies carry on activities in Torrance county that have a substantial impact upon the availability, accessibility, quality and quantity health services for children in Torrance county; and

WHEREAS, state and federal funds for children's health services in Torrance county are available but could be better utilized if more support for delivery of services existed; and

WHEREAS, baseline data on health indicators in Torrance county are not consolidated or easily accessible and thus evaluations of outcome measures are difficult to apply;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the department of health and the human services department be requested to work in partnership with the Torrance county community health council and representatives from the following local and state entities: the children, youth and families department; Estancia, Moriarty and Mountainair school districts; public and private behavioral health contractors; Salud!; managed health care organizations; and medical and dental care providers; and

BE IT FURTHER RESOLVED that the described partnership be requested to report progress at least twice during the 2001 interim to the legislative finance committee about the partnership's success in: improving the percentage of eligible children enrolled in New Mexi-Kids and SCHIPS; completely assessing and evaluating the health care delivery system for families in Torrance county; developing strategies to ensure a more effective and equitable system of reimbursement for all Torrance county health care providers; gathering baseline data on health status indicators in Torrance county; and developing a system in Torrance county to ensure access to medical, dental, behavioral, as well as preventive and well-child health care for families; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretary of health, the secretary of human

services and the Torrance county community health council.
