A JOINT MEMORIAL

REQUESTING THE HUMAN SERVICES DEPARTMENT AND THE STATE DEPARTMENT OF PUBLIC EDUCATION TO JOINTLY PROVIDE CLEAR DIRECTION TO HEALTH CARE PROVIDERS AND PUBLIC SCHOOL DISTRICTS ON THE PROVISION AND COORDINATION OF MEDICAID SERVICES.



WHEREAS, New Mexico provides certain medicaid services in both medical and educational settings; and

WHEREAS, coordination of health care services is critical to ensuring optimal results for children, particularly those children with chronic conditions or disabilities; and

WHEREAS, communication among educators and health care providers is critical to the success of programs designed to assist medicaid-eligible children during their formative years; and

WHEREAS, the needs of children with disabilities require special rehabilitative measures to attain, maintain, regain or retard the deterioration of functional capacity; and

WHEREAS, services received by a student in an educational setting may require expanded or continued services through managed care, home- and community-based service programs or other arrangements;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the human services department and the state department of public education study the current criteria, requirements and accountability standards for the provision and coordination of services in medical and educational settings and make recommendations for ensuring consistency and compliance; and

BE IT FURTHER RESOLVED that the human services department and the state department of public education prepare a written report and jointly present their findings and recommendations to the legislative health and human services committee by October 1, 2001; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the human services department, the state department of public education and the legislative health and human services committee.
