A JOINT MEMORIAL

REQUESTING THE NEW MEXICO MUNICIPAL LEAGUE AND THE NEW MEXICO ASSOCIATION OF COUNTIES TO STUDY THE FEASIBILITY OF DEVELOPING AND IMPLEMENTING A PROGRAM FOR LAND USE PLANNER CERTIFICATION.



WHEREAS, small local governments are faced with difficult and complex issues and decisions as they plan their futures and often have few resources available to aid them in their planning decisions; and

WHEREAS, small local governments could benefit tremendously from receiving planning assistance from certified land use planners; and

WHEREAS, there are very few land use planners with national certification in the state and no other certification program is in place; and

WHEREAS, small local governments in particular may have difficulty attracting land use planners with national certification to work with them; and

WHEREAS, the New Mexico municipal league and the New Mexico association of counties have the expertise and knowledge required to study the feasibility of designing and implementing a certification program for land use planners in the state; and

WHEREAS, it may be that if land use planners in New Mexico could be certified pursuant to a program developed and implemented within the state, more land use planners would likely become certified and small local governments would benefit from having access to local certified land use planners for assistance in their planning decisions;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico municipal league and the New Mexico association of counties be requested to study the feasibility of developing and implementing a program for the certification of land use planners within the state; and

BE IT FURTHER RESOLVED that the New Mexico municipal league and the New Mexico association of counties report their findings to an appropriate interim committee and the legislature; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the New Mexico municipal league and the New Mexico association of counties.
