has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, lines 12 and 13, strike "MAKING APPROPRIATIONS;".

2. On page 6, lines 2 through 24 strike Sections 9 and 10 in their entirety.

3. Renumber the succeeding sections accordingly.
