AN ACT

MAKING APPROPRIATIONS FROM CERTAIN CASH BALANCES OF THE NEW MEXICO OFFICE OF INDIAN AFFAIRS FOR PROGRAMS BENEFITING NATIVE AMERICANS IN NEW MEXICO; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. Three hundred fifty thousand dollars ($350,000) from cash balances of the New Mexico office of Indian affairs is appropriated to the New Mexico office of Indian affairs for expenditure in fiscal years 2002 and 2003 in the following amounts for the following purposes:

(1) two hundred ten thousand dollars ($210,000) to contract for market surveys and economic feasibility assessments of the twenty chapters in the eastern agency of the Navajo Nation;

(2) fifty thousand dollars ($50,000) to contract for services to increase community awareness in the Shiprock area about driving while under the influence of intoxicating liquor or drugs by providing information about the effects of that crime on families and communities and the value of education, prevention and alcohol and drug treatment;

(3) twenty thousand dollars ($20,000) to contract for provision of educational seminars for tribal businesses, programs, small tribal member-owned businesses and the general tourism industry, to create a newsletter to support networking of tribal tourism offices and to establish and maintain a web site for Indian tourism; and

(4) seventy thousand dollars ($70,000) to provide services to individuals negatively affected by uranium mining by establishing a uranium workers office in Thoreau.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
