45th legislature - STATE OF NEW MEXICO - second session, 2002

DESIGNATING THE SECOND SESSION OF THE FORTY-FIFTH LEGISLATURE THE "SESSION OF THE MEMORIAL".

WHEREAS, more than two hundred fifty memorials have been introduced in the second session of the forty-fifth legislature; and

WHEREAS, while there is no doubt that most of those memorials suggest the implementation of a worthy study, a solution to a pressing problem or the designation of a day worth recognizing; and

WHEREAS, the increase in the number of memorials introduced suggests that legislators have figured out that perhaps the best characteristic of a memorial is that it cannot be vetoed; and

WHEREAS, if the general appropriations act could be passed by memorial, the legislature could have already adjourned; and

WHEREAS, since it appears that every one of the three hundred sixty-five days of the year has already been designated to recognize a particular cause, the legislature must resort to designating other periods of time to honor events;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the second session of the forty-fifth legislature be designated the "Session of the Memorial"; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to each member of the house or representatives, except for those members who have shown restraint by not introducing any memorials.
