A JOINT MEMORIAL

REQUESTING REPRESENTATIVES FROM THE LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION, THE NEW MEXICO FINANCE AUTHORITY AND THE ECONOMIC DEVELOPMENT DEPARTMENT TO FORM AN INTERAGENCY INFRASTRUCTURE GROUP TO DEVELOP AN EFFECTIVE AND EFFICIENT PLAN FOR ALLOCATING FUNDS AND RESOURCES FOR HOUSING INFRASTRUCTURE SO AS TO FACILITATE AFFORDABLE HOUSING DEVELOPMENT IN NEW MEXICO.



WHEREAS, a variety of state and federal agencies provide funds and resources for the development of infrastructure for housing; and

WHEREAS, affordable housing development is driven, at least in part, by the presence and cost of housing infrastructure; and

WHEREAS, no single entity or protocol exists to coordinate the financing of infrastructure for affordable housing; and

WHEREAS, the New Mexico housing advisory committee submitted a request to the Mortgage Finance Authority Act oversight committee for funds and resources and that request was approved;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that representatives from the local government division of the department of finance and administration, the New Mexico finance authority and the economic development department be requested to form an interagency infrastructure group to, through a coordinated effort, develop an effective and efficient plan for allocating funds and resources for housing infrastructure so as to facilitate affordable housing development in New Mexico; and

BE IT FURTHER RESOLVED that the interagency infrastructure group be requested to seek advice from the rural development department of the United States department of agriculture and any other agency, individual or organization deemed appropriate and necessary to assist the group's efforts; and

BE IT FURTHER RESOLVED that the interagency infrastructure group present its recommendations and plan to the Mortgage Finance Authority Act oversight committee, the New Mexico finance authority oversight committee and the legislative finance committee by December 31, 2002; and

BE IT FURTHER RESOLVED that a copy of this memorial be forwarded to the local government division of the department of finance and administration, the New Mexico finance authority and the economic development department.
