AN ACT

RELATING TO BEHAVIORAL HEALTH; CREATING AN INTERAGENCY COORDINATING COMMITTEE TO ADDRESS BEHAVIORAL HEALTH NEEDS IDENTIFIED IN THE DEPARTMENT OF HEALTH GAP ANALYSIS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. INTERAGENCY BEHAVIORAL HEALTH COORDINATING COMMITTEE.--There is created an "interagency behavioral health coordinating committee", consisting of the secretary of health, who shall chair the committee, the secretary of finance and administration, the secretary of human services, the secretary of children, youth and families, the secretary of corrections, the secretary of labor, the superintendent of insurance, the superintendent of public instruction and the governor's chief of staff or their designees. The committee shall meet monthly to develop a master plan for statewide delivery of behavioral services and to coordinate progress on addressing the behavioral health priority needs of the state as identified in the department of health analysis of the gap between needs and services available. The committee shall review all contracts relating to behavorial health, including the SALUD managed care contracts, giving special attention to the rates paid for outpatient services in rural and frontier areas of the state. The committee shall present an annual progress report and recommendations for legislative action to the legislative finance committee and the legislative health and human services committee at their respective October meetings.
