AN ACT

RELATING TO INTERGOVERNMENTAL AFFAIRS; PROVIDING FOR A PROCESS FOR DIALOGUE; MAKING AN APPROPRIATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--One hundred eighty thousand dollars ($180,000) is appropriated from the general fund to the local government division of the department of finance and administration for expenditure in fiscal year 2004 to contract for facilitation of an intergovernmental process to permit dialogue between counties and Indian nations, tribes and pueblos to foster cooperation, collaboration and communication about issues of mutual interest and concern and shared responsibilities in areas such as water quantity, quality and delivery; fire protection; drought relief; homeland security; governmental service delivery; transportation; highway planning and road improvement; law enforcement; detention facilities; solid waste handling; and wastewater facilities. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
