has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 12, after "TRANSFERRING" insert "UNENCUMBERED AND UNEXPENDED".

2. On page 1, line 16, after "The" insert "unencumbered and unexpended".

3. On page 1, line 17, before "balance" insert "unencumbered and unexpended".

4. On page 1, between lines 22 and 23, insert:

"Section 3. EFFECTIVE DATE.--The effective date of the provisions of this act is February 28, 2003.".

5. Renumber the succeeding section accordingly.
