Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred



SENATE BILL 316



has had it under consideration and reports same WITHOUT RECOMMENDATION, amended as follows:



1. On page 1, lines 22 and 23, strike "A male United States citizen or immigrant who is under the age of twenty-six" and insert in lieu thereof "Every male citizen of the state of New Mexico and every other male person residing in the state of New Mexico who, on the day or days fixed for the first or any subsequent Selective Service Act registration, is between the ages of eighteen and twenty-six".



2. On page 1, line 23, after "shall" insert "be offered the opportunity to".



3. On page 2, line 5, after "applicants" strike "identified in" and insert in lieu thereof "who have consented to registration pursuant to".



4. On page 2, line 7, strike "submission of the application" and insert in lieu thereof "consent to registration".



5. On page 2, line 12, strike "his submission of the application will serve as his" and insert in lieu thereof "he may".



6. On page 2, lines 16 and 17, strike "male United States citizens and immigrants under the age of twenty-six" and insert in lieu thereof "every male citizen of the state of New Mexico and every other male person residing in the state of New Mexico who, on the day or days fixed for the first or any subsequent Selective Service Act registration, is between the ages of eighteen and twenty-six".



7. On page 2, line 21, after "act." strike the remainder of the line and strike all of lines 22 and 23.



8. On page 2, between lines 23 and 24 insert the following new subsection:



"D. The provisions of this section shall not be applicable to any alien lawfully admitted to the United States as a nonimmigrant under section 101(a)(15) of the Immigration and Nationality Act, as amended (66 Stat. 163; 8 U.S.C. 1101), for so long as he continues to maintain a lawful nonimmigrant status in the United States.".,



and thence referred to the JUDICIARY COMMITTEE.
