1. On page 1, lines 12 and 13, strike "; MAKING AN APPROPRIATION".

2. On page 2, line 3, after "shall" insert "be established to".

3. On page 2, line 4, strike "funding".

4. On page 2, lines 22 and 23, strike "state, counties and municipalities for program funding" and insert in lieu thereof "program".

5. On page 3, lines 2 through 7, strike Section 3 in its entirety.
