FOR VOIDING A SEVERANCE TAX BOND APPROPRIATION AND REAUTHORIZING AND APPROPRIATING FOR HISTORIC PRESERVATION OF THE WITTLESEY HOUSE IN ALBUQUERQUE IN BERNALILLO COUNTY.

The project authorized in Subsections 3 and 24 of Section 22 of Chapter 110 of Laws 2002 to the local government division of the department of finance and administration to renovate a building in the Hunning Highland district in Albuquerque in Bernalillo county is void.  The state board of finance may issue and sell severance tax bonds upon certification of the historic preservation division of the office of cultural affairs that the need exists for the issuance of bonds in the amount of one hundred fifty thousand dollars ($150,000) to renovate and preserve the Wittlesey house in Albuquerque in Bernalillo county.  Certification of the division is contingent on the site being listed in the state register of cultural properties and title being vested in the state as provided in the New Mexico Prehistoric and Historic Sites Preservation Act.
