FOR CAPITAL PROJECTS STATEWIDE.

 

 

I request that the following capital outlay projects be funded:

 

to the state armory board

 

two million dollars ($2,000,000) to renovate and repair state armory facilities; and

 

two million dollars ($2,000,000) to design and construct phase 3 site improvements at the Onate complex in Santa Fe county;

 

• to the capital program fund

 

one million one hundred thousand dollars ($1,100,000) to plan and design the state lab services building in Albuquerque in Bernalillo county;

 

eighteen million one hundred fifty thousand six hundred ninety-seven dollars ($18,150,697) to construct and equip the new state lab services building in Albuquerque in Bernalillo county;

 

eight million dollars ($8,000,000) to the public buildings repair fund for statewide repairs of state-owned facilities;

 

five hundred thousand dollars ($500,000) from the public buildings repair fund to purchase furniture and equipment for the Villagra building renovation in Santa Fe county;

 

two million five hundred thousand dollars ($2,500,000) to plan, design, construct and equip a new building to replace the Mary Medina building in Taos county;

 

six hundred thousand dollars ($600,000) from the public buildings repair fund to demolish, renovate and secure buildings statewide under the control of the property control division of the general services department;

 

one hundred sixty-four thousand six hundred seventy-seven dollars ($164,677) from the public buildings repair fund to improve the commodities warehouse in Albuquerque in Bernalillo county;

 

sixty-eight thousand forty-eight dollars ($68,048) from the public buildings repair fund for improvements to the southeast income support division office in Bernalillo county;

 

one hundred sixty-seven thousand ninety-four dollars ($167,094) from the public buildings repair fund for improvements to the James M. Murray building in Hobbs in Lea county;

 

one hundred four thousand nine hundred seventy-three dollars ($104,973) from the public buildings repair fund to renovate and upgrade the Epi Duran building in Las Vegas in San Miguel county;

 

eighty thousand six hundred dollars ($80,600) from the public buildings repair fund to replace the security entry system at the Tiwa building in Albuquerque in Bernalillo county;

 

three hundred thousand dollars ($300,000) from the public buildings repair fund for a facility master plan for the department of health;

 

two million dollars ($2,000,000) for installation of boilers at the Las Vegas medical center in San Miguel county;

 

two hundred ninety-six thousand seven hundred fourteen dollars ($296,714) from the public buildings repair fund for asbestos abatement at the Las Vegas medical center in San Miguel county;

 

three hundred fifty-six thousand two hundred fifty-three dollars ($356,253) to repair buildings at Turquoise lodge in Albuquerque in Bernalillo county;

 

three hundred fifty-one thousand three hundred sixty-four dollars ($351,364) to renovate the laundry building at the New Mexico rehabilitation center in Roswell in Chaves county;

 

two hundred fifty-two thousand six hundred thirty-one dollars ($252,631) from the public buildings repair fund to replace the fire alarm system at the Sequoyah adolescent treatment center in Albuquerque in Bernalillo county;

 

one hundred forty-five thousand nine hundred seven dollars ($145,907) from the public buildings repair fund to replace the kitchen flooring at the New Mexico state veterans' home in Truth or Consequences in Sierra county;

 

four hundred thirty-seven thousand five hundred sixty dollars ($437,560) from the public buildings repair fund to complete phase 3 fire alarm and security cameras installation at the Las Vegas medical center in San Miguel county;

 

four hundred thousand dollars ($400,000) to upgrade the fire system at Fort Bayard medical center in Grant county;

 

three hundred thousand dollars ($300,000) from the public buildings repair fund to replace emergency generators at the Las Vegas medical center in San Miguel county;

 

two hundred fifty thousand dollars ($250,000) from the public buildings repair fund to replace elevators at the Las Vegas medical center in San Miguel county;

 

three hundred eight thousand nine hundred ninety-eight dollars ($308,998) from the public buildings repair fund to provide building and grounds maintenance at the youth diagnostic development center in Albuquerque in Bernalillo county;

 

four hundred sixty-two thousand seven hundred fifty-six dollars ($462,756) from the public buildings repair fund to provide boiler, cooler and shower repairs at the New Mexico boys’ school in Springer in Colfax county;

 

four million six hundred forty-three thousand three hundred eighty-three dollars ($4,643,383) to construct phase 2 of the central New Mexico correctional facility mental health treatment center in Los Lunas in Valencia county;

 

one million dollars ($1,000,000) from the public buildings repair fund to provide statewide security upgrades at correctional facilities;

 

sixty thousand one hundred seventy-four dollars ($60,174) from the public buildings repair fund to install an automatic fire sprinkler system at southern New Mexico correctional facility in Dona Ana county;

 

three hundred eighty thousand two hundred forty-four dollars ($380,244) from the public buildings repair fund for improvements to the sewer lift station at southern New Mexico correctional facility in Dona Ana county;

 

six hundred nineteen thousand seven hundred eight dollars ($619,708) from the public buildings repair fund to upgrade the water system at southern New Mexico correctional facility in Dona Ana county;

 

four million six hundred eighty-eight thousand dollars ($4,688,000) to construct phase 2 of the law enforcement academy in Santa Fe county;

 

six hundred forty thousand thirty dollars ($640,030) from the public buildings repair fund to complete construction of the New Mexico state police Gallup office in McKinley county; and

 

sixty-one thousand eight hundred sixty-five dollars ($61,865) from the public buildings repair fund for an addition to the law enforcement academy officer's memorial in Santa Fe county;

 

• to the Cumbres and Toltec scenic railroad commission

 

one million three hundred thousand dollars ($1,300,000) to rebuild three steam locomotives used by the Cumbres and Toltec Scenic railroad commission in Rio Arriba county, contingent upon an equal match from the state of Colorado;

 

one hundred thousand dollars ($100,000) for track and railbed upgrades for the Cumbres and Toltec scenic railroad commission in Rio Arriba county, contingent upon an equal match from the state of Colorado;

 

• to the department of environment

 

three million dollars ($3,000,000)  to the wastewater facility construction loan fund to assist local governments in financing the construction of critical wastewater facilities;

 

• to the department of public safety

 

four hundred sixty-five thousand dollars ($465,000) from the public buildings repair fund for statewide upgrades of state police radio consoles;

 

• to the department of game and fish

 

six million one hundred ninety-eight dollars ($6,198,000) from the game protection fund to refurbish and repair Eagle Nest dam in Colfax county;

 

• to the general services department

 

two million dollars ($2,000,000) to continue the development of a digital microwave communications backbone for the state;

 

• to the property control division of the general services department

 

one million dollars ($1,000,000) to plan and design a new port of entry in Hidalgo county;

 

• to the miners' Colfax medical center

 

five million dollars ($5,000,000) from the miners' trust fund for an addition and renovations to miners' Colfax medical center in Raton in Colfax county;

 

• to the office of cultural affairs

 

two million dollars ($2,000,000) for statewide improvements and repairs to office of cultural affairs facilities;

 

• to the office of the state engineer

 

two hundred thousand dollars ($200,000) to provide water measurement investigation facilities statewide;

 

three million six hundred sixty thousand dollars ($3,660,000) for projects on the Rio Grande to meet the requirements of the Endangered Species Act;

 

five hundred ninety thousand dollars ($590,000) to complete the initial phase of a hydrographic survey of the Rio Penasco in multiple counties;

 

one million fifty thousand dollars ($1,050,000) for the Fort Sumner hydrographic survey in multiple counties; and

 

two million dollars ($2,000,000) for the Middle Rio Grande depletion hydrographic survey in multiple counties; and

 

• to the state fair commission

 

one million five hundred thousand dollars ($1,500,000) to improve facilities and infrastructure at the New Mexico state fair in Albuquerque in Bernalillo county.
