SUMMARY

 

     Synopsis of Bill

 

House Bill 158 appropriates $1,000.0 from the general fund to the Public School Reading Proficiency Fund for expenditure in fiscal year 2004 to distribute awards to local schools that implement innovative reading programs

 

The bill was introduced for the Legislative Education Study Committee.

 

     Significant Issues

 

This request is consistent with the $1,000.0 request in the State Board of Education’s (SBE)

legislative package which requests the same amount for the Reading Proficiency Fund.  This bills supports the literacy goals of the SBE and also supports the New Mexico Reading Initiative that is part of the No Child Left Behind Act.

According to the SDE, this bill builds on the successful Reading Improvement Initiative (RII) that in fiscal year 2002 appropriated $1,000.0 to implement innovate reading improvements.  The results thus far, reports the SDE, show significant gains in students’ achievement and in the professional development of teachers to improve reading.

 

FISCAL IMPLICATIONS

 

The appropriation of $1,000.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal 2004 shall revert to the general fund.

 

DUPLICATION, RELATIONSHIP

 

HB 158 is identical to SB 137.

 

HB 158 relates to SB 189, Require Reading Proficiency for 4th graders, which requires reading proficiency before a third grader may be promoted to the fourth grade.
