     Synopsis of Bill

 

House Bill 859 appropriates $61.0 to support medical and mental health programs for needy children and families in the Roswell Independent Schools.

 

     Significant Issues

 

In New Mexico, there are significant unmet needs for mental health services and medical services, primarily for people without health insurance coverage. House Bill 859 focuses on the service of children and families in a school environment in Roswell.

 

FISCAL IMPLICATIONS

 

House Bill 859 appropriates $61.0 to the State Department of Public Education to support medical and mental health programs from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

The department of health indicates that even if the funds were redirected to the DOH , administrative oversight, training and technical assistance could be absorbed through current staffing.

RELATIONSHIP

 

House Bill 859 relates to House Bill 522 and Senate Bill 465.

 

OTHER SUBSTANTIVE ISSUES

 

The DOH indicates that House Bill 859 does not define the term “needy” nor the type of mental health or health care programs to be funded.

 

Roswell Independent Schools is currently funded by DOH for a school-based health center, and during the last four years has received $121,910 to provide health and mental health care services.
