     Synopsis of Bill

 

House Concurrent Resolution 3 provides for the adoption of a legislative joint rule establishing deadlines for action on legislation for the forty-sixth legislature.

 

     Significant Issues

 

House Concurrent Resolution 3 provides that during any regular session of the forty-sixth legislature, a bill or resolution, with the exceptions only change to be made listed below, that has not passed its house of origin by the twenty-seventh (27) calendar day of a session in an even-numbered year, and fifty-seventh (57) calendar day of a session in an odd numbered year, is lost and will not be considered by either house.  The exceptions are as follows.

 

  1. A general appropriation bill;
  2. Bills to provide for the current expense of government;
  3. Any other bill making appropriations or raising revenue; and
  4. Bills introduced after the deadline for the introduction of bills pursuant to a referral to the legislature by the governor by special message specifically setting forth the emergency or necessity requiring such legislation.

 

The computation of time will be provided in Section 12-2A-7 NMSA 1978.
