SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 9 directs the Legislative Education Study Committee (LESC) to study the development and implementation of licensure qualifications for the endorsement of school-based bilingual practitioners in speech and language pathology and audiology.

    

     Significant Issues

 

According to SDE,  the LESC is directed to coordinate the effort between the SDE and the Speech Language Pathology and Audiology Board to establish criteria for bilingual endorsement on such a license.

 

The LESC is directed to present its findings by October 1,2003  to the Legislature.

 

FISCAL IMPLICATIONS

 

House Joint Memorial 9 does not contain an appropriation.

 

 

 

ADMINISTRATIVE IMPLICATIONS

 

The SDE indicates that they could absorb the administrative impact of participating in the study.

 

OTHER SUBSTANTIVE ISSUES

 

According to SDE, the State Board of Education (SBE) no longer licenses speech language pathologists. When the Speech Language Pathology and Audiology Board was created by the Legislature, the decision was made no to require additional licensure by the SBE in order for speech language pathologists to work in the schools.
