    Synopsis of SFL #1

 

Senate Floor Amendment #1 changes the scope and intent of the memorial to request that the Legislative Education Study Committee (LESC) review the state public education system to identify cost savings as well as organizational and process improvements that will facilitate increased student performance and achievement.  The findings are to be reported to the Legislative Finance Committee no later than October 1, 2003.  The original request asked that the LESC determine the scope and cost of such a study.

 

     Synopsis of Original Bill

 

House Joint Memorial 53 requests the Legislative Education Study Committee (LESC) determine the scope and cost of performing a comprehensive review of the state public education system by the appropriate state agency or department to identify cost savings as well as organizational and process improvements that will facilitate increased student performance.

 

     Significant Issues

 

Periodic, systematic reviews of large organizations is desirable, and New Mexico’s public school system should be reviewed during specified intervals of ten or fifteen years.  With its purposes clearly stated, a statewide review could be beneficial to all involved in or affected by the public schools.

 

FISCAL IMPLICATIONS

 

HJM 53 has no direct fiscal impact.  However, state and local agencies involved in the study contemplated by the bill will incur some costs in terms of staff involvement and gathering, reproducing and disseminating the data requested for the study.
