Synopsis of Bill

Senate Bill 203 proposes to observe and celebrate “Hispanic Culture Day” on the third Tuesday of February of each odd-numbered year.

Significant Issues

The day would be observed during the longer 60-day session of the New Mexico legislature. Currently, Hispanic Culture Day is celebrated on the second Tuesday of February each year.

The day is in recognition of the many contributions, sacrifices and accomplishments of Hispanic people from throughout the world that have built New Mexico into a beautiful and dynamic mosaic of cultural diversity. It is observed with celebrations that honor all past, present and future Hispanic citizens and leaders in ways that enhance relationships among all the people of New Mexico.

The Office of Cultural Affairs, National Hispanic Cultural Center has played a role in developing events, programs and materials for the Hispanic Culture Day observances.

PERFORMANCE IMPLICATIONS

Observing this day in Santa Fe during the high-profile Legislative Session enables the National Hispanic Cultural Center to enhance its outreach, marketing and branding efforts.

FISCAL and ADMINISTRATIVE IMPLICATIONS

There is no appropriation contained in this bill. However, the National Hispanic Cultural Center experiences modest expenditures associated with the observance for the creation of exhibits, displays and printed material as well as procuring contracted services for performers, artists and presenters.

CONFLICT

This bill conflicts in part with House Bill 298, which proposes to observe the Hispanic Culture Day on odd-numbered years only (same as Senate bill 203) but still on the second Tuesday of February (conflict).
