Synopsis of Bill

 

Senate Bill 282 requires the department of public safety (DPS) to reimburse a municipal or county law enforcement agency $3,000, or to the extent that funds are appropriated and available, when a municipal or county officer successfully completes the qualifications for certification through a certified regional law enforcement training facility.

 


SB 282 creates a new fund, the “law enforcement basic training reimbursement fund”.  Beginning in FY05, DPS shall forecast the amount of reimbursement expected in each fiscal year and shall request that necessary funds be appropriated.  The bill appropriates $450,000 from the general fund to the new fund. 

 

Significant Issues

 

This reimbursement program should serve as an incentive for county and municipal agencies to send officers for certification through a recognized regional training institute.  This will result in more highly skilled officers at the most basic, front-line level in New Mexico.

 

FISCAL IMPLICATIONS

 

HB 282 appropriates $450.0 from the general fund in FY04 to DPS for training reimbursements to county and municipal agencies. Any unexpended or unencumbered balance remaining at the end of FY04  shall revert to the general fund.  Beginning in FY05, DPS shall forecast the amount of reimbursement expected in each fiscal year and shall request that necessary funds be appropriated.
