A JOINT MEMORIAL

REQUESTING THAT THE LEGISLATIVE EDUCATION STUDY COMMITTEE EVALUATE ALBUQUERQUE TECHNICAL-VOCATIONAL INSTITUTE DISTRICT BOUNDARIES.



WHEREAS, state law bases the formation of technical and vocational institute districts and the qualifications of electors therein on the composition of existing school districts; and

WHEREAS, the current boundary of the Albuquerque technical-vocational institute district essentially bisects the city of Rio Rancho; and

WHEREAS, services offered by the Albuquerque technical-vocational institute in the city of Rio Rancho are, at best, limited; and

WHEREAS, when an Albuquerque technical-vocational institute board position was vacated by a Rio Rancho resident, the board failed to fill the vacancy with a qualified Rio Rancho resident; and

WHEREAS, when the Albuquerque technical-vocational institute had the opportunity to build a new campus in Rio Rancho, the board chose to build outside of the Rio Rancho city limits;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the legislative education study committee be asked to study the boundary of the Albuquerque technical-vocational institute district and to recommend whether the boundary should be adjusted to include all of the city of Rio Rancho and whether a citizen of Rio Rancho should be appointed to a seat on the governing board of Albuquerque technical-vocational institute; and

BE IT FURTHER RESOLVED that copies of this memorial be delivered to the legislative education study committee, the governing board of the Albuquerque technical-vocational institute and the Rio Rancho city administrator.
