A MEMORIAL

REQUESTING THE MAYOR AND THE CITY COUNCILORS OF ALBUQUERQUE TO CONSIDER RELOCATING THE CITY'S FREE TRADE ZONE TO THE BARELAS COMMUNITY.



WHEREAS, the city of Albuquerque designated a free trade zone just south of interstate 40 and pays a fee to the federal government of one hundred thousand dollars ($100,000) annually to maintain the free trade zone; and

WHEREAS, the designated free trade zone has never operated as such, failing to generate any economic activity or development; and

WHEREAS, there exists in the area of Bernalillo county known as south Barelas the necessary infrastructure, including direct railroad access to the Albuquerque international sunport, to support a viable free trade zone; and

WHEREAS, it is within the power of the city of Albuquerque to move the free trade zone designation from one geographic area to another;

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the mayor and city councilors of the city of Albuquerque be requested to change the designation of the free trade zone to the south Barelas neighborhood and to incorporate the proposed air cargo hub in the designation; and

BE IT FURTHER RESOLVED that the city be requested to work with existing community development organizations in establishing and developing the free trade zone in the south Barelas neighborhood; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the mayor and the city councilors of the city of Albuquerque.
