A JOINT MEMORIAL

REQUESTING AN INTERIM LEGISLATIVE COMMITTEE TO STUDY THE FEASIBILITY OF USING THE MIDDLE RIO GRANDE CONSERVANCY DISTRICT DRAINAGE DITCHES AS A MEANS OF STORM WATER CONVEYANCE IN THE SOUTH VALLEY AREA OF BERNALILLO COUNTY.



WHEREAS, the south valley area of Bernalillo county is without substantive drainage infrastructure; and

WHEREAS, the south valley area is in large part lower than the Rio Grande, preventing storm water runoff into the river; and

WHEREAS, to drain the south valley floor will require new drainage infrastructure throughout the south valley; and

WHEREAS, to drain the south valley floor will also require the use of existing drainage ways for any large-scale drainage system so as to not be cost prohibitive;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that a new or existing interim legislative committee be directed to study the feasibility of using the middle Rio Grande conservancy district drainage ditches as the means of storm water conveyance in the south valley area in Bernalillo county; and

BE IT FURTHER RESOLVED that the committee, as part of the feasibility study, seek to maximize benefits to the public and affected agencies by:

A. addressing rights-of-way needs assessments;

B. addressing necessary easement agreements;

C. proposing memorandums of understanding;

D. reviewing and recommending revisions to existing plans and policies; and

E. reviewing and recommending revisions to the existing operation and maintenance of drainage facilities; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the middle Rio Grande conservancy district in Bernalillo county and the New Mexico legislative council.
