has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. Strike House Energy and Natural Resources Committee Amendments 5 and 6.

     2. On page 5, lines 19 and 20, strike "Except as provided in Subsection K of this section, the" and insert in lieu thereof "The".

     3. On page 7, line 3, strike "lieu of some or" and insert in lieu thereof "addition to and that includes".
