    1. On page 2, line 8, strike "municipalities" and insert in lieu thereof "political subdivisions".

    2. On page 2, between lines 24 and 25, insert the following new section to read:

    "Section 3. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2006.".
