SUMMARY
Synopsis of Bill
House Bill 68 appropriates $150,000 from the general fund to Aging and Long-Term Services
Department to fund operation of the South Valley Multipurpose Family Services Center in Ber-
nalillo County.
FISCAL IMPLICATIONS
The appropriation of $150,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
According to the Aging & Long-Term Services Department (ALTSD), this appropriation will be
used to fund a site manager and operating costs to prepare the center for daily senior activities,

once the site is fully operational. The funding request is not contained in the Aging Network
Package.
The South Valley Multipurpose Family Services Center is now being referred to as the Larrazolo
Multipurpose Center. It will serve as a senior meal site with associated activities and will provide
Adult Day Care. The center will also provide educational, social and recreational services and
cultural enrichment for youth, seniors and families. It will include space for adult daycare, a sen-
ior meal site, child care/Headstart and educational programs such as adult education, a studio
workshop, charter school and traditional Hispano cultural programs along with recreational pro-
grams such as a mini-gymnasium, therapeutic pool and outdoor recreation space.
The City of Albuquerque, PSA 1 Area Agency on Aging and the Department of Senior Affairs
are conducting a needs assessment of the community. Capital Projects are currently being used
for construction of the multipurpose center.
ADMINISTRATIVE IMPLICATIONS
ALTSD notes that this project would be contracted through the City of Albuquerque Area
Agency on Aging.
