Synopsis of Bill
House Bill 114, “Restorative Justice Program for Women,” appropriates $40,000 from the gen-
eral fund to the 2
nd
Judicial District Court for the purpose of funding a “restorative justice pro-
gram for women” in FY07.
FISCAL IMPLICATIONS
The appropriation of $40,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert
to the general fund.
It is not clear if the $40,000 is the cost of starting the program and the recurring cost, or if it is a
pilot program level of funding or if the funds include some non-recurring items.
SIGNIFICANT ISSUES
It is not apparent what the proposed restorative justice program is, or what the funds will pur-
chase.
The 2
nd
Judicial District did not request funds for this program in their FY07 operating budget.
The Judiciary Unified Budget does not mention the said program in its list of legislation.

The “restorative justice program” will not receive state funding in FY07 in the form of an appro-
