SUMMARY
Synopsis of Bill
House Bill 362 appropriates $150,000 from the general fund to the Board of Regents of New
Mexico State University (NMSU) to support ongoing efforts by the New Mexico Department of
Agriculture (NMDA) to plan, establish programming for and continue to develop an adequate
revenue stream for the Santa Fe farmers’ market.
FISCAL IMPLICATIONS
The appropriation of $150,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

The sum of $80,800 was appropriated for this purpose in Chapter 34, Laws of 2005 (Senate Bill
190.) The Legislative Finance Committee (LFC) funding recommendation for fiscal year 2007
has included this amount as a component of a block-grant appropriation to NMSU for special
project expansion. The Executive has not recommended continued funding of this line-item ap-
propriation. Therefore, approval of the appropriation in this bill would result in the augmenta-
tion of the funding contained in HB 2 only if the LFC recommendation is adopted.
SIGNIFICANT ISSUES
This request was not in the list of priority projects submitted by NMSU to the New Mexico
Higher Education Department (HED) for review and, therefore, was not included in the HED
fiscal year 2007 recommendations to the Legislature.
ADMINISTRATIVE IMPLICATIONS
NMSU has administered appropriations for this purpose in the past. No significant additional
administrative impact is apparent.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
This bill relates to Senate Bill 184 and House Bill 83. These are duplicate measures that appro-
priate $75,000 for promotion of farmers’ markets.
House Bill 362 also relates to Senate Bill 182 which proposes to appropriate $60,000 from the
general fund to the Department of Health for expenditure in fiscal year 2007 to develop a Senior
Citizen Farmers’ Market Nutrition Program pilot project.
House Bill 362 also relates to multiple capital requests relating to the Santa Fe farmers’ market
site.
OTHER SUBSTANTIVE ISSUES
Information provided through HED indicates that the mission of the Santa Fe farmers’ market is
to provide opportunities for farmers to sell their produce directly to consumers while providing
consumers opportunities to buy locally grown produce directly from farmers. By doing this, the
market increases the local food supply and production, and hopes to create, expand and enhance
the economic strength and viability of farmers in northern New Mexico, while also contributing
to the health and wealth of city residents. By promoting the economic possibility of farming, the
market aims to maintain farming practices for current farmers and their children. The market's
mission recognizes the environmental implications of farming and strives to maintain the re-
gional land and water base quality. The primary focus of the Santa Fe Farmers’ Market is to pro-
vide fresh, nutritious, locally grown products. It also offers a wide range of public services
through educational programs and seasonal events.
