SUMMARY
Synopsis of Bill
House Bill 461 creates the Public Employee Benefits Oversight Committee, a joint interim
committee, and appropriates $50.0 from legislative cash balances to Legislative Council Service
for expenses associated with the committee.
This bill carries an emergency clause.
FISCAL IMPLICATIONS
The appropriation of $50.0 is appropriated from legislative cash balances to the Legislative
Council Service for expenditure in fiscal years 2006 and 2007 to pay for technical and legal as-
sistance, equipment, supplies, per diem and mileage expenses of the committee.
The appropriation of $50.0 contained in this bill is a nonrecurring expense to legislative cash
balances. Any unexpended or unencumbered balance remaining at the end of 2007 shall revert to
legislative cash balances.

SIGNIFICANT ISSUES
The Public Employee Benefits Oversight Committee is composed of six members. Three mem-
bers from the House of Representatives shall be appointed by the Speaker of the House, three
members from the Senate shall be appointed by the Senate Committees’ Committee or, if the ap-
pointments are made in the interim, they shall be made by the Pro Tempore of the Senate.
The Public Employee Benefits Oversight Committee shall report findings and recommendations
for consideration of the Legislature. The report and recommended legislation shall be provided
to Legislative Council Service by December 15
th
of each interim.
ADMINISTRATIVE IMPLICATIONS
Legislative Council would provide staff support to the interim committee. Legislative Finance
Committee would also provide staff and assistance as needed.
