SUMMARY
Synopsis of Bill
House Bill 534 appropriates $100 thousand from the general fund to the Local Government Divi-
sion (LGD) of the Department of Finance and Administration (DFA) in FY07 for a domestic vio-
lence prevention program in Torrance County.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to
the general fund.
SIGNIFICANT ISSUES
DFA noted that the Torrance County Domestic Violence Program provides services for victims
and offenders of domestic violence in the county. They provide services to approximately 300-

400 clients annually. The Department of Justice (DOJ) in Torrance County conducts court hear-
ings determining what type of service is needed or required. There is no emergency shelter in
Torrance County; therefore, they house clients in surrounding hotels and motels. When long
term shelter is required, transportation services are provided for clients to be sent to shelters in
Albuquerque. The program contracts with various local hotels in case these services are re-
quired. The DOJ implemented and funded this program for approximately eight years, however
funding was cut; the county is seeking replacement funds.
DFA indicated Torrance County received a prior year appropriation for the domestic violence
program administered by CYFD.
CYFD noted that the executive recommendation is for all FY07 domestic violence funding to be
administered through CYFD. This would allow funding to be better coordinated statewide, and
would link funding with the department’s expertise in domestic violence services.
ADMINISTRATIVE IMPLICATIONS
CYFD indicated that agency would coordinate with LGD on an administrative level to minimize
any potential duplication of services.
DFA indicated the administration of this appropriation does not fall within the purview of
LGD/DFA. This appropriation should be administered by CYFD. These types of appropriations
are normally handled by CYFD. DFA added that a 2005 appropriation in the amount of $97,000
is currently being administered by CYFD.
ALTERNATIVES
It may be preferable to direct the appropriation to CYFD to better coordinate this with similar
programs and to bring more expertise to bear.
