SUMMARY
Synopsis of Bill
House Bill 700 appropriates $7,800 from the general fund to the Local Government Division of
the Department of Finance and Administration for the town of Taos and its Phil Lovato Senior
Citizen Center to support educational programs on the issues and needs of the senior citizens of
Taos.
FISCAL IMPLICATIONS
The appropriation of $7,800 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert to the
general fund.
SIGNIFICANT ISSUES
According to the Department of Finance and Administration (DFA), this funding would allow a
community based organization in collaboration with UNM-Taos to provide a series of four two-
hour public education workshops on the issues and needs of the community’s older population.
The workshop topics will be determined by a needs assessment survey of Taos county seniors.

The intent is to educate seniors and the various agencies in the community about the services that
are available for seniors. The estimated attendance of each workshop is 100 seniors.
ADMINISTRATIVE IMPLICATIONS
The Local Government Division of DFA will execute a joint powers agreement or a memoran-
dum of understanding with the town of Taos.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
According to the Aging and Long-Term Services Department (ALTSD), the Anciano’s senior
program receives limited funding to provide health education and other recreation to seniors.
HB 700 is not included in the Aging Network Legislation (HB 129), and is requested outside of
that process.
