SUMMARY
Synopsis of Bill
House Bill 725 appropriates $1,000,000 from the general fund to the Public Education Depart-
ment for statewide summer day camps.
FISCAL IMPLICATIONS
The appropriation of $1,000,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
According to the Public Education Department (PED),
Researchers at the Search Institute identified “adult role models,” “supportive relationship
with three or more other adults” and “adults in community valuing youth” as essential to
youths’ health and well-being.

Researchers working from within a risk and resilience framework have repeatedly called at-
tention to the protective influence of supportive relationships with adults and the importance
of significant adults in promoting the healthy development of highly stressed youths.
Mentoring relationships can positively influence a range of outcomes, including improve-
ments in peer and parental relationships, academic achievement and self-concept, as well as
lower recidivism rates among juvenile delinquents and reductions in substance abuse.
PERFORMANCE IMPLICATIONS
According to PED,
this bill would ensure that additional numbers of students across New Mex-
ico participate in constructive, planned summer camp activities.
ADMINISTRATIVE IMPLICATIONS
PED notes that administrative and fiscal implications for the department cannot be readily de-
termined, as it is not known whether PED staff would be required to set guidelines for distribut-
ing funds and monitoring the summer day camps.
