SUMMARY
Synopsis of Bill
House Bill 731 appropriates $25 thousand from the general fund to ALTSD for the purpose of
funding a full-time employee at La Casa de Buena Salud senior center in Clovis.
FISCAL IMPLICATIONS
The appropriation of $25 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the
general fund.
This appropriation would increase the recurring budget of the Aging Network that flows through
ALTAD. Funding would be contracted through Eastern New Mexico Area Agency on Aging,
PSA 3.
SIGNIFICANT ISSUES
ALTSD indicates La Casa de Buena Salud, Inc. is a private non-profit corporation engaged in
providing access to primary health care and supportive services to the medically underserved and
to those who are predominately Hispanic or of a minority population. The La Casa Clovis senior

center is staffed by only one full-time employee funded by Eastern New Mexico Area Agency on
Aging, (ENMAAA) PSA 3 with in-kind support from the La Casa organization. La Casa senior
center services are provided by community volunteers or La Casa Family Health Center staff sta-
tioned at the senior center. The ENMAAA provides a budget for services.
ADMINISTRATIVE IMPLICATIONS
ALTSD indicates it has the capacity to implement the funding with existing staff and systems.
